BRASIL NO ADELANTA AÚN PREPARATIVOS
 PARA EL BICENTENARIO EN 2022

Nota de Albicentenario.com. En la web se encuentran pocas referencias a los preparativos que adelanta el gobierno o la sociedad brasileña para conmemorar en 2022 los 200 años de la independencia del país. Ni siquiera encontramos si el Plan Brasil 2022 preparado por Lula de Silva ha tenido continuidad con la presidenta DilmaRousseff.

Pensar estrategicamente o futuro do País, fixando metas para o ano de 2022, quando o Brasil comemora o bicentenário de sua independência. Essa foi a encomenda do presidente Luiz Inácio Lula da Silva ao ministro de Assuntos Estratégicos, Samuel Pinheiro Guimarães, quando este assumiu o cargo, em outubro de 2009.

A elaboração do Plano Brasil 2022 envolveu grupos de trabalho formados por técnicos da Secretaria de Assuntos Estratégicos (SAE), representantes de todos os Ministérios, da Casa Civil e do Instituto de Pesquisa Econômica Aplicada (Ipea).

Os Grupos de Trabalho, a partir dos planos e programas de cada Ministério, elaboraram textos preparatórios, um para cada Ministério agrupados nos setores Economia, Sociedade, Infraestrutura e Estado. Cada texto tem a seguinte estrutura:

  • importância estratégica da área;
  • principais avanços recentes;
  • metas e ações.

Foram recebidas numerosas sugestões, comentários e críticas relativos aos textos em um processo já encerrado de consulta.
A partir desses textos e dos comentários recebidos foram definidas as Metas do Centenário. Assim, o Plano terá quatro capítulos:

Brazil in 2022: Ordem e Progresso?

For years people have debated what constitutes economic progress and whether conventional indicators that measure growth are enough to reveal how much progress a country is really making. Brazil is undoubtedly enjoying an economic boom that has propelled the country into the global stage and is fuelling a strong sense of optimism and confidence among its citizens. It is also managing to reduce, albeit modestly, one of the world’s highest rates of inequality.

Although hosting the World Cup and the Olympics sporting events is certainly worth celebrating, the country still faces significant barriers that are hindering economic and social progress: onerous regulations, a creaking infrastructure and a huge informal sector that limit productivity -- not to mention a dependence on a large global appetite for commodities that at some point is bound to falter. Once we look beyond economic performance and focus on social progress and people’s well-being, much more remains to be done to reduce the gaping wealth disparities that still exist and meet the education, healthcare and living needs of Brazil’s growing middle class.

This year's Brazil Summit will focus on the country's long-term ambitions as it enters the final decade before its independence bicentennial. Together with government and business leaders, experts from inside and outside Brazil and The Economist's editorial team, we will look ahead at whether the Brazil of 2022 will have succeeded in tackling some of its biggest barriers to social progress. Will the country take on the interest groups who benefit from the status quo, such as large landowners, unions and big companies who benefit from high barriers to entry? Or will Brazil merely tinker around the edges and miss its chance?
